Argentina Restructures Public Health Institutes to Boost Efficiency

The national government has restructured organizations under the National Administration of Laboratories and Health Institutes Dr. Carlos G. Malbrán (ANLIS Malbrán), aiming to improve administrative efficiency, reduce functional overlaps, and optimize the use of public resources. The decision was officially formalized through Decree 192 and contemplates the merger of the National Center for Diagnosis and Research in Endemic-Epidemic Diseases (CEDIE) with the National Institute of Parasitology 'Dr. Mario Fatala Chaben', as well as the integration of the National Center for Biological Quality Control (CNCCB) with the National Institute of Biological Production (INPB). The Executive Branch emphasized that these changes will not negatively impact public health or affect the continuity of the organizations' substantive functions. In the case of CEDIE, the government stated that its lines of work related to parasitic diseases and vector-borne diseases are already included within the competencies of the Fatala Chaben Institute. Currently, its tasks are limited to the evaluation of iodine levels in salt, a matter in which the National Food Institute (INAL), dependent on ANMAT, acts as the governing body. Furthermore, officials indicated that the rest of the functions developed by the CNIN are already covered by other areas of ANLIS Malbrán itself, INAL, the Directorate of Perinatal, Child, and Adolescent Health of the Ministry of Health, and the Ministry of Human Capital, which reduced its strategic value within the organizational scheme. The government stressed that the restructuring seeks to strengthen the operability of ANLIS Malbrán, maintain its scientific, technical, and sanitary capabilities, and guarantee a more efficient and sustainable administration, without modifying its foundational objectives within the national public health policy.
